STT monthly report for February

* made decision about processor for track fitting 
   (use DSP instead of FPGA);
   following the processor choice, began detailed TFC layout/design
* continued preparation for STT design review
* continued work on system specification 
* continued work on writing documentation
* furthered understanding of monitoring and downloading issues
* underwent STT design review 25 February
* started regular video-conferences about STC design between BU and FSU
* continued work to solve problems relating to UnpDataChunk 
    in trigger simulation
